A New Toy SKU Needs a Compliance File, Not a Folder of Certificates
Build a compliance file for a new toy SKU: documents by market and lot, tracking labels, CPC matching, booking specs, and the questions that clear a supplier.

Choose A if your supplier can hand you, per SKU and per lot, the market-specific test reports, declarations, labels and booking specs — then move to sampling and order. Choose B if all you have is a stack of generic certificates and a barcode artwork file — stop, because that folder will not survive a customs query, a marketplace document request, or a claim. This checklist is the working sequence an overseas sourcing lead should run before contacting the supplier about price and before releasing a purchase order.
The file is built in a fixed order: fix the market and the SKU, split papers by market and by test, match every document to the production lot, verify the label content that travels with the goods, and confirm the booking file that protects the cartons. Each step has a checkpoint and a question you can put to the factory in writing. A new toy SKU is not cleared by one certificate; it is cleared by a file whose every page points at the same product, the same factory and the same shipment.
What Buyers Should Decide First
- Fix destination market before you ask for any document. UKCA and a VOC file on the same electric bubble machine are different papers, and a buyer who tried to use one certificate for both markets ended up with a file that proved nothing about either.
- Match every document to the lot, not to the product family. A test report naming the model but not the lot number is a brochure; if a SKU is produced across factories or lots, the split has to be visible in the order, the carton code and the compliance evidence.
- A factory audit or social-compliance certificate does not certify the safety of a specific plastic toy SKU. Keep the audit in a separate supplier folder; it answers a different question than the one a market surveillance authority will ask.
- For US children's lots, the tracking label content (manufacturer, date, lot as required) belongs on the product or pack, and the CPC must match the SKU rather than the factory door. A barcode with no tracking content is not a compliant label.
- Incoterms define when risk transfers between seller and buyer; they do not define product-safety compliance or who owns the test reports. Agree document ownership in the PO, not in the shipping terms.
Step 1: What do I have to fix before requesting any compliance document?
Write down four identifiers before you email the factory: destination market and country, the exact SKU or model code, the intended age grade, and the material and battery status of the product. Nothing in the file can be verified until those four are fixed, because each one changes which test applies and which label wording is allowed.
Age grade is the quiet killer. A toy marketed for children under three pulls in choking-hazard assessment and the under-three warning, which changes artwork, packaging copy and sometimes the retail box size. If you leave age grade open while the factory runs the first cartons, you will pay for a reprint or accept a label that overstates the age range.
Checkpoint: you can state the market, SKU, age grade and material in one sentence. Question for the supplier: "For this SKU and this destination market, which specific test reports and declarations apply, and which file covers which test?"
If one SKU is produced across factories or lots, ask for the split in writing and make sure it appears in the purchase order, carton code and compliance evidence together. Traceability is a document design decision, not a warehouse habit.
Step 2: Which papers belong in the file for a toy sold in the EU?
For the EU, the file is wider than a test report. It should hold a documented risk assessment covering mechanical, chemical, electrical, fire and choking hazards; the bill of materials and supplier information; the test reports and declarations of conformity; the user instructions and warnings; and copies of the labels and packaging artwork. Toy-specific rules sit on top of the general product safety framework, so the file has to show both the baseline documents and the toy standards that apply to the materials and age grade.
Two structural items are easy to miss and expensive to retrofit. A seller outside the EU must appoint an EU Responsible Person whose name and contact details appear on the product or packaging before listing. And under the new Regulation, manufacturers must keep the technical documentation and digital product passport for 10 years after the covered toy is placed on the EU market — which means the file is a living SKU-level asset, not a one-time purchase.
Checkpoint: the file names the EU Responsible Person and shows where their details appear on the pack. Question for the supplier: "Who is the EU Responsible Person on this SKU, and can you show me the artwork panel where their name and address are printed?"
Keep the digital product passport in its own slot in the index. It is a distinct instrument from general product safety paperwork and from toy safety documentation, and merging the three into one "EU compliance" tab is how deadlines get confused later.
Step 3: How do I verify a test report actually covers my SKU and my lot?
Read the report header before the results. The product description, model or SKU code, applicant name, factory name, sample receipt date and lot or batch reference all have to line up with the goods you are buying. If the applicant is a trading company you have never contracted and the model code is one digit off, the report is evidence of something else.
Then check the scope. A report for a plastic RC car body does not cover the charger, the battery pack or the printed decals unless those items are named and tested. Ask the factory to walk you through the report page by page on a call, and mark which pages cover which component.
Checkpoint: every report in the file names the SKU and the lot, and every component you are importing appears somewhere in the test scope. Question for the supplier: "Can you show the file that matches this exact lot number, and which pages cover the charger and the battery?"
The rule that survives audits is blunt: paperwork that does not match the lot is not paperwork. It is marketing collateral with a laboratory logo on it.
Step 4: What label and tracking content must be on the goods for the US and UK?
For US children's lots, a barcode alone is not enough. The tracking label content — manufacturer or private labeler identification, the date and lot or batch code, and the location of production, as required for the category — has to be on the product or its packaging, permanently enough to survive normal handling. A US children's lot that shipped with a decorated barcode and no tracking content is a returned container, not a sale.
Keep the CPC matched to the SKU, not to the factory door. When the same factory runs several SKUs or several buyers, a CPC that references the factory's general capability tells a customs officer nothing about the toy in the carton. The certificate should point at the SKU code and the applicable children's product safety rules.
For Great Britain, instructions accompanying a toy must be clear, legible and in easily understandable English, subject to product-specific requirements. That is a print file, so it is decided before the carton artwork is finalised — not corrected on a sticker at the warehouse.
Checkpoint: you can point to the exact position of the manufacturer, date and lot markings on the retail pack and on the master carton. Question for the supplier: "Where on the product or pack are manufacturer, date and lot printed, and is the CPC matched to this SKU rather than the factory?"
Step 5: Which packaging and booking specs should be in the file before the goods ship?
Compliance does not end at the label. Corner-sensitive goods — display items, LCD tablets, boxed electronics — die in LCL when the booking instruction is a thank-you note. The booking file should state double-wall construction, corner boards, edge crush test (ECT) grade, and pallet height, so the freight forwarder and the factory are working from the same page.
This is also where you confirm the shipping marks and carton code that tie the shipment back to the compliance file. If the carton code on the master does not appear in the order confirmation, the lot traceability you built in steps 2 and 3 stops at the factory gate.
Checkpoint: the booking instruction names carton construction, corner protection, ECT and pallet height, and the carton code matches the order. Question for the supplier: "What do your booking instructions state for double-wall, corner boards, ECT and pallet height on this SKU?"
Claims are won on the booking file. A crushed display carton is a margin problem, and in some retail channels it is also a compliance problem, because damaged packaging can make the required label content unreadable.
Worked example (illustrative, not a real shipment)
This scenario is illustrative only and does not describe a real order, customer or shipment.
A buyer places one order of roughly 3,000 units of a small plastic RC car SKU across two destinations: about 2,400 units to a US retailer and about 600 units to a UK distributor, with different retail packaging for each destination. The factory runs the whole order in a single production window but packs it as two lot codes, because the artwork differs by market.
Where it gets stopped: the compliance file arrives with one test report naming the model but not either lot code, a CPC that references the factory rather than the SKU, and a UK instruction sheet in the wrong language version. The US portion holds at the port because the tracking label content is missing from the retail pack; the UK portion holds because the file cannot show which report covers which lot. Neither problem is about the toy. Both are about the paperwork not matching the lot.
What a clean file would have contained: two lot codes reflected in the order and carton marks; a test report per lot; a CPC pointing at the SKU; English-language instructions for the UK pack; and a booking instruction with double-wall cartons, corner boards, an ECT grade and a stated pallet height. The buyer would have released the PO after checking those six items on a call, not after receiving a folder of PDFs.

Send this as a written list and ask for a written answer. Verbal reassurance during a factory visit does not survive a document request from a marketplace or an authority.

Two documents in the answers should make you pause: a certificate that covers "all our toys" and a tracking label described as "on the barcode". Neither one is a compliance file.
